Years of Serving our Communities

Planning Outpost is a boutique land use and municipal consulting firm specializing in serving local governments and developers throughout the Intermountain West.

General Plans

Planning Outpost helps cities and counties create or update their general plans to reflect community values, guide future growth, and meet state requirements. We work closely with local leaders and residents to develop clear, actionable plans that support long-term sustainability, economic vitality, and quality of life.

Code, Zoning and Subdivision Ordinances

We support communities in modernizing their land use regulations to align with current planning goals, legal standards, and community priorities. We help cities and counties revise zoning codes, subdivision ordinances, and develop standards to improve clarity, consistency, and usability.

Fee Studies/ Cost of Service

We help local governments evaluate and update their planning and development fees through clear, data-driven cost of service studies. We work with staff to analyze actual service delivery costs, ensure legal defensibility, and create fee structures that are fair, transparent, and aligned with community goals.

Public Engagement

Planning Outpost designs and facilitates meaningful public engagement programs that build trust and generate valuable input for planning decisions. We tailor outreach strategies to fit each community through workshops, surveys, open houses, or online tools, ensuring that residents, stakeholders, and decision-makers are informed and involved.

Local Government Planning Services

Planning Outpost provides support for the daily operations of community development departments. From processing development applications and reviewing site plans to preparing staff reports and coordinating with applicants, we help ensure that planning workflows run smoothly and efficiently.

Business Process Improvements

We partner with local governments to streamline planning and development workflows, making them more efficient, transparent, and user-friendly. We assess current processes, identify bottlenecks, and recommend practical improvements that save time, reduce costs, and enhance service delivery.

Efficient. Effective. Community-Driven

At Planning Outpost, we’re passionate about helping communities and those who build them thrive. Whether you’re a local government updating a general plan or a developer navigating zoning and permitting, we’re ready to partner with you to make your next planning effort efficient, effective, and community-focused.
